The Ashley Valley Sewer Management Board (AVSMB) is committed to providing consistent, cost-effective, and reliable wastewater treatment to the communities of Vernal, Maeser, Glines, Naples, and Davis. The Ashley Valley Water Reclamation Facility has a design capacity of 4.7 million gallons per day (MGD) and can easily be expanded to 9.4 MGD. The treatment process utilized for the regional facility is an oxidation ditch/extended aeration process. Disinfection is accomplished through the use of ultraviolet light. Sludge is dewatered utilizing a belt filter press prior to delivery to our sludge drying pad where it is composted to create a Class A Bio-solids soil amendment.The Ashley Valley Water Reclamation Facility was constructed on 20 acres located west of the existing lagoon system. Construction of the Ashley Valley Water Reclamation Facility began in the Spring of 1998 and was completed in April of 2001 for a cost of $18,460,000. Funding for the project included a USEPA Grant of $7,000,000, a CIB Grant of $1,849,000, a Utah Division of Water Quality Grant of $2,765,000 and a low interest loan from the Utah Division of Water Quality of $6,846,000. The Bureau of Reclamation also provided a Grant of $3,268,000, which the Management Board elected to use to help reduce the impact of the continuing operation and maintenance cost. 

The Ashley Valley Water Reclamation Facility is located at 4000 East 2200 South and is approximately 5 miles Southeast of Vernal, Utah in Uintah County. The facility replaces a 5-cell facultative lagoon system.
